Place 2 tablespoons of butter in Instant Pot. Turn on the Sauté setting for 5 minutes. Add Turkey Wings in and sear on both sides until browned. This may need to be done in batches.
Remove Turkey Wings and set aside.
Add chopped Onions, Peppers, Garlic and continue sautéing for additional 2-3 minutes or until vegetables are softened and Garlic is fragrant.
Re-add the Turkey Wings back to Instant Pot along with remaining Butter and give it a good stir to incorporate ingredients.
Add 1.5 cups of Water, place the lid on and lock in place.
Reset Instant Pot to Pressure Cook and cook for 20-25 minutes depending on how big the Turkey Wings are.
When cooking process is over and Pressure Cooker is vented, remove the Turkey Wings and set aside.
Turn on the Sauté function.
In a small bowl, mix remaining Water and Cornstarch and add to liquid in Instant Pot. Stir while heats up and thickens to a Gravy.
Add the Turkey Wings back into Gravy and stir to incorporate. Shut off Instant Pot and cover until ready to serve.
Enjoy over White Rice or side of your choice.
